WHY is this so hard? WHY? A letter. A one-page letter. I have an example to copy. The County of San Diego did it. You can do it. Looks like I need to throw on some clothes and go camp out there and plead my case up the ladder. I spoke to my agency just now and they said it will be a big issue if I can't get this.
I hate to go down there because all this is making me teary eyed and I hate crying in front of other people.
